EVM facilitates the comparison of how much work has actually been completed, against how much work was planned to be completed, and whether the work achieved has cost more or less than planned. This is achieved by integrating the Scope of Work, and the Budget into the Project schedule, to provide a Performance Measurement Baseline (PMB).
